•  It is incorporated into the EU's Treaties since March 2001.
   
•  Countries that have signed up are:

•  13 EU Member States: Belgium, Germany, Greece, Spain, France, Italy, Luxembourg, Netherlands, Austria, Portugal, Finland, Sweden and Denmark (with some special conditions).
•  2 non-EU Member States: Norway and Iceland.

•  Switzerland started the negotiations in July 2002.
   
•  Ireland and the United Kingdom WILL:

•  cooperate with police forces and judicial matters,
•  not end border controls.
