place effective controls at the external borders and introduce a common
visa policy."
It is incorporated into the EU's Treaties since March 2001.
Countries that have signed up are:
13 EU Member States: Belgium, Germany, Greece, Spain, France, Italy,
Luxembourg, Netherlands, Austria, Portugal, Finland, Sweden and Denmark
(with some special conditions).
2 non-EU Member States: Norway and Iceland.
Switzerland started the negotiations in July 2002.
Ireland and the United Kingdom WILL:
cooperate with police forces and judicial matters,
not end border controls.
