Community financing of an EVS project is based on
the principle of co-funding, with other public and/or private contributions. The
total project cost cannot be covered by YOUTH alone. This means that
contributions, in kind or in cash, from the sending and host organizations are
necessary to cover the total cost of the project. The Community grant will cover
some specific costs and contribute to the activity costs of the sending and host
organizations.
Except for volunteers' travel, allowance and exceptional costs, the Community
contribution to activities is not directly linked to any specific costs and
consists of fixed amounts and flat rates which do not have to be accounted for
or justified. The fixed amounts and flat rates might vary depending on the Program country. The organizations can
use the Community contribution as they see fit, as long as they fulfill the
obligations.
Community financing is available for sending organizations, host organizations
and, in some cases, coordinating organizations.

In the case of projects involving young people with fewer opportunities, an
Advance Planning Visit (APV) may be funded. 100% of the travel costs and a flat
rate per day are funded. This funding is granted for a maximum of two days
(travel excluded) and covers one participant per sending group, or two on
condition that the second is a young volunteer. The planning meeting should take
place in the country hosting the project.
Exceptional costs
In the case of projects involving young people with fewer opportunities, the
Community grant may cover exceptional volunteer costs, if necessary and
justified. Exceptional costs are related to volunteers’ special needs (medical
attendance, pre-departure linguistic training, additional preparation, special
premises, additional accompanying person, etc.) and are paid in full, provided
they are clearly linked to the implementation of the EVS project.
All exceptional costs must be actual costs, properly supported and justifiable.
