2004 is the European Year of Education through Sport, the aims of which have links to the youth sector, namely:to raise the awareness of educational and sports organizations of the need for cooperation to develop education through sport and its European dimension bearing in mind the great interest shown by young people in all types of sports.
to take advantage of the values conveyed by sport to increase knowledge and skills, enabling young people to develop their physical capabilities and inclination to personal effort, as well as social capabilities such as teamwork, solidarity, tolerance and fair play in a multicultural context
to raise awareness of the positive contribution made by voluntary work to informal education, particularly for young people
to promote the educational value of mobility and pupil exchanges, particularly in a multicultural environment, through the organization of sports and cultural meetings as part of school activities
to encourage the exchange of good practice concerning the potential role of sport in education systems in order to promote the social inclusion of disadvantaged groups.
The National Agencies of the YOUTH program have been asked in the terms of reference for 2003-04 to take account of the Year of Sport and encourage the development of Action 5 projects to prepare quality YOUTH projects that use sport as an educational tool and also to encourage projects on this theme within Action 1.
A priority theme on sport ("project using sports and outdoor education as a tool for social integration and non-formal education") was also included in the call for major projects (DG EAC 17/03) for 2004.
A conference on sport, volunteering and young people is planned to coincide with the Euro 2004 European Football championships in Portugal 2004.
The Portuguese Youth Institute also organizes a voluntary service program for European and Portuguese volunteers, which is partly inspired and supported by the European Voluntary Service.
